Lightning is better at piercing, Wind is better for cutting.

Wind is. It specializes in cutting, hence why it's sharper. All Wind moves have that passive ability. Lightning is more for piercing, as seen with Raikiri and Chidori.

When did Bee throw a sword with lightning into sasuke? He blocked Sasuke's chidori sword with a lightning sword but he didnt throw lightning swords into Sasuke.
