Normally I wouldn't of obliged you but I'm a firm be believer in Knowlage equaling power.

So here it is: "Bandi" (the dot between willows eyes) is said to be the sixth chakra, ajna, the seat of "concealed wisdom". The bindi is said to retain energy and strengthen concentration, they've been worn by women all the way back before Indian religions were recorded. The "Dot" or Bandi is mentioned many times in Indian mythology and vary in color, colors that each represent something different.

Red represents honour, love and prosperity.

Now as far as orange I'm not to sure, I'll have to research.

For some time Willow has been exuding her beliefs in chakra (Sanskrit cakra, "wheel") and establishing her ideals that reflect those of Indian Religions but she hasn't necessarily proclaimed to practicing Hinduism.

Oh. Seems interesting. I thought she was just appropriating some culture she had no idea about.
