Zoros rival/mentor relationship with Mihawk has been built on since the beginning of the series when he vowed to beat him and Mihawk requested he become stronger than him.I say Zoro faces Fujitora after beating Mihawk, admirals are more important to the story than Mihawk (who's a solo character). The admirals affect the story itself, one admiral losing to a mere pirate other than yonko would be a major global event. Mihawk is a shichibukai, he's just a tool of the world government
Issho was just recently introduced.
Plus, Mihawk isn't a pirate so the people don't detest or resent his existence. He's the one they root for as a schikibukai when trouble is afoot, so him showing up is like a blessing as he is the strongest of the 7 and an ally of the Gov, who they also rely on for protection. Just like how the people were crying tears of joy when Crocodile showed up and the outcry of disbelief when Mingo had fake-resigned from the Shickibukai. Shickibukai are heroes to them.
If one of those heroes, the strongest among them and worlds greatest swordsman were to be slain by a pirate and his title taken, that would shake the world just as much as an admiral falling to a pirate, because that would mean that a threat to society, a pirate, just gained huge status and power. A falling war Lord is just a big an event as a falling admiral. The only difference is how much more often one occurs than the other since Luffy was practically on a war lord hunt in part 1.
And Zoro beating Mihawk will probably be the off set to Luffy beating Shanks, bringing an end to the previous generation.
