The Last time we saw Chisaki was when Mr. Compress and Tomura took the drug and both of Chisaki's arms and left him Quirk less. A news report later detailed the attack on the police escort but no information was given on Chisaki's status. Which would make one believe that he was no longer at the scene and is definitely not dead.
Now we all got to witness in the arc that there was a drug that could amplify ones quirk to freakish scales and a child named Eri that can reverse time/existence with her quirk. That means there is definitely still opportunity for Chisaki to be a major villain in the series.
Could Chisaki get his hands on Eri again? Yes
Could she fix him? Yes
Are there quirks out there that can give him his arms back besides Eri's? Maybe
