Will Tobi use any Ninjutsu?

I mean, he can use his space time jutsu and summoning, but even when he fought against Minato ( Correct me if I'm wrong ) he used chains connected through his wrists to fight? Can he not do hand signs? Or does he not have Ninjutsu skill?
Sorry if I'm wrong I don't read the manga that much and I have a bad memory as much as it is, discuss.​

He can use all the rinnegan techniques, but you need to remember that Tobi is very old, that's why he want to revive himself into his prime.

I think he is the elder son, who else would know all this things?
