i don't think the edo kages are going to participate in the war. Reasons being orochimaru has said and then restated to the kages "he has no interest in partaking in this war." The edo kages interfering in the war would not go with the theme of the new generation surpassing the old generation. In this regard i believe the edo kages will give sasuke his answers, listen to what sasuke plans are for the future( destroy konoha or protect konoha), and rest in peace.

He said he has no interest in attacking leaf, and yeah i dont think he likes the ide of being controlled by someone So he might just have said that.
