Will the Damiyo and rich people plot to against Shinobi?

I mean no they won't, they really can't do anything about it even if they did. Black zetsu was a threat to them so you know all they can do is hire someone. And the only person they can hire is a shinobi, so plotting against the very thing you can only hire doesn't work well.

You need a shinobi to do that. Even those ninja toys that duplicate techniques still needs a ninja to put the jutsu in there. Besides there is no way to duplicate jutsus without being a shinobi of some sort.

Even Rogue shinobis are still shinobis in the very end. For kawaki to not be a shinobi or a former shinobi seems very unlikely in the first place place otherwise where would you get your fighting capabilities from?

I see where you're getting your point from but going after rogue shinobis seems unlikely as well because a rogue pseudo shinobi called Black zetsu threatened their lives in the first place, do you think the daiymo would go after a rogue that threaten their very existence the last time?

I think Ninja tools or cults is there only solution.
