Will ten tails rise or not

If ten tails rise than naruto may leave the nine tails using the key making him weaker and bee may die and if not than the whole plan of tobi will not succeed what do you think?

i think tobi will suceed in releasing the juubi but i think both naruto will put a stop to it and seal the juubi using the rikudo sennin seal like he did with kyuubi
