Both actually. Sasuke did tell Naruto he'd be back to "settle things between them". Very vague don't you agree; I think that's left up to everyone's individual interpretation on what Sasuke meant.

Although I wouldn't mind seeing a fight between them to see who's better, a fight to the death with no restrictions and limits will reveal their true power.

True Naruto also said something along the lines of "I do want to fight you Sasuke, But not as you are now" anythings possible and them fighting now would be so good to see. I'd like to see Naruto fight Sasuke with the intention of beating him going full force no holding back.
