Well who knows he might... but not now... because Sasuke has no knowledge of the rinnegan whatsoever... so he would need training with it, and the middle of the war is not the place for that (Only Naruto learns and develops new stuff like that lol xd)
Seriously now... Getting a new power, of which you have no previous knowledge, it takes time to master, especially the Rinnegan, which is a very complex dojutsu.
