from the looks of things naruto has a a competitor

Nar, Naruto's thoughts about the requirements to become a Hokage basically one-shotted any chance Sasuke had. You have to be acknowledged by the villagers to become Hokage. Kiba already quizzed Sasuke on exactly this, to which Sasuke responded he doesn't care what people think.

He doesn't respect anyone other then himself, how could the village ever stand behind someone like that. Also it doesn't help that he is an internationally wanted criminal with a huge list of crimes.

If we take a look at their previous battles Naruto stands no chance against him if they fight for the Hokage title,
it turned out to be a canon fact.
