Agreed, with Naruto and Sasuke in Konoha, it would be very stupid to attack it. He'll most likely be neutral, watching Konoha from the shadows... Something like Danzo?

Orochimaru has accepted the fact that trying to take over Sasuke (at this point) is useless, so he has decided to follow him....whatever Sasuke decides Oro will follow
so we cant say for sure...Kaguya is just a common enemy to rebalance the world that sasuke and naruto can continue their dreams in.
