Orichimaru's character isn't finished. We have this panel where everyone else's Tsukuyome is shown but not his. What's the big deal, he claims several time his biggest desire is immortality so he can gather all knowledge and jutsu.
There is also the panel where Orochimaru and Sasuke are walking, and Sasuke asks why he wanted to destroy the leaf and states it wasn't on a whim like Orichimaru said. (I can't find it but if you can pls post) The 3rd Hokage also said that it wasn't revenge.
Currently the psycho is being allowed to do as he wishes. Thoughts.
