it depends on the person sasuke is strong and gets motivated by his hatred it was the source of his strength(also itachi) but other hokages and ppl in the leaf got their strength from wanting to protect their friends no matter what the cost. will of fire is the better and moral way of doing things and sasuke's hate is just consuming and made him evil.
