Dude, Obito ordered Pain to destroy Konoha and started a war which probably killed thousands of Konoha shinobi. He can't be Hokage - well if he wants to, I doubt anyone can actually stop him from like just going the Hokage Office and taking charge or whatnot X3 But realistically no.
