There was a filler where he had to take the chunin exam. He didnt win because he used senjutsu, so after that they told him he didnt have to take the exam he could become anything anytime he wnat because he already surpassed most people skill wise in the village.
Naruto's God, his intellect just isnt up to par with past hokages an dleaders.
