As we have seen when people die they go where they deserve.
Examples:
When Goku died he was asked if he wanted to go to heaven, as he already did enough good deeds.
When Vegeta was ready to die, he was told that he won’t reach heaven.
When Kakashi father dies he was trapped in a black place, as he was fodder.
In his noble pursue for peace, actually mostly centered on Sasuke, Naruto has destroyed and (indirectly) ended a lot of lives and crushed a lot of ideologies; people even committed suicide after Naruto messed up with their thoughts (Nagato).
He also did not bother with the ones whom cared for him, as he was too focused on Sasuke; his one and only friend as he calls him.
On the other hand Sasuke want to sacrifice himself for the well-being of the world. This is a very interesting parallel between Sasuke and Jesus, Allah, Buddha, etc. that Kishi makes.
