Naruto can't use Mokuton because he doesn't have hashi's cells nor he possesses the kekkei genkai. U can't use mokuton just by having water and earth style affinity. Otherwise kakashi would be a mokuton user by now too

since sasuke has the rinnegan naruto also will have access to all chakra natures and be able to combine any element. along with his infinite sage mode.
