When naruto defeated pain he reached kage level and when he controlled kurama he surly became kage even stronger than many kage (as a example gara) so nothing to mention when he reached jounin level

He might be Kage level, but is still officially a Genin. The manga is in its last two arcs so I don't think Naruto will be a Jounin anytime soon. He would need to do the Chuunin Exams and then be promoted to Special Jounin then promoted to Jounin.

He becomes Hokage straight away.
