Will naruto be able to transform into the nine tails?

The amount of chakra doesn't effect how well he can sustain it. It's all dependent on his chakra control ability, and he's somehow gone from the worst at controlling chakra out of the 3 Sasuke, Sakura and himself to the best in the world at chakra control. The amount of chakra doesn't effect it at all.
