Actually, he said that Luffy doesn't kill his opponents because it's considered worse to have your dreams crushed than to die. What that basically means is, Oda has explained why Luffy hasn't killed any of his opponents so far. There is still a chance Luffy could kill someone, though I highly doubt it because of what Oda said about death and killing.
