off topic and i had to say this but hes only a elite because of obitos will/eye. he lost the title and his signature move chidori. and probably would've committed suicide like his dad if obito didn't give him hope back in ninja war. a lone wolf never last as long as those in a pack, would explain his deep depression.

konohamaru was chosen because he is absolutely on par with kakashi of the sharingan(also easily kage lvl who was nominated for hokage after the death of third and the 5ths absent) but dont get confused with kakashi the hokage with no sharingan totally a nerf version.

Kakashi was a jounin at the age of 13 years same time when the yellow flash Minato was still a jounin, so naturally he is suppose to be elite jounin sharingan or not because of all the skills and intellect he had as a kid. He was a prodigy at the time born from another prodigy of the Hatake clan. So after he lost the sharingan he still maintain his signature 1,000 copied jutsus but instead of using lightning blade, he switched to purple lightning instead.

He's Hokage level now. Even without the sharingan.

Sasuke had multiple summons before the rinnegan

Also rinnegan summons aren't normal summons

You only get one contract. Sasuke was the only person besides Nagato who could summon different beasts.

You say that it's a rule that you can't have contracts with multiple types of animals, but Sasuke was an exception? What makes him special? He didn't have the Rinnegan when he fought Danzo and summoned the Hawk. He was also able to summon Manda/snakes before that. Unless it was a mistake on kishimoto's part, we can only assume it is possible for everyone. It may just be uncommon.

No. When Hiruzen summoned him, all he had to do was a normal summoning with his hand, no scroll was needed.

Every summon class has it's own big @$$ scroll he had the toad scroll on his back

The toad scroll Jiraiya carried around on his back wasn't needed to summon the toads every time, it is just used to form the contract initially if I remember correctly.

He was the hokage AFTER he lost the sharingan as well. You realize that right? Kakashi is still very strong, and was a prodigy who reached jonin even before he got the sharingan. he invented a new technique after losing the sharingan named Shiden which is on par with his lighning cutter. It's entirely possible he is stronger than the time he lost his sharingan, who knows.
