Tossing aside my belief that he played a hand in the blimp crashing, I think he's also formulating a plan to keep Jigen from Kawaki to weaken him and to learn the weaknesses of the Karma seal.

Kashin understands that Jigen already knows what there is to know about the seal, it's him who needs the information and it's evident by his "I need" & understanding that Jigen's reasoning contains what he did not know previously. If he wanted Kara as a whole to gain information of the Karma seal, he wouldn't think that the best method is allowing Kawaki to enter a village that's literally walled and opposed to his organization.
And there's this panel where he uses the most half-assed excuse ever for why they shouldn't retrieve Kawaki & kill Team 7. "The information had already leaked when the blimp crashed," except everyone who knows what the blimp was actually about were right in front of him & Delta. And it doesn't seem that he'll bow to the "larger power," which I believe to be Jigen or Jigen's doing.
This "larger power" and Kashin's principles do not go along. Either Kashin has been decieving Kara on what his true beliefs are, or he'll stick to them and attempt to stop the larger power.
