i think its only going to affect people who look at the moon. kakashi will probably analyze this and some of the shinobi will look at it and some wont. kakashi will probably say "dont look at the moon" then we'll have some panels or a chapter or 2 of people stuck in it. then naruto bijuu-dama's the moon and everyone is released. it might not happen this easily but i think it might

I think it will happen and only naruto bee won't fall under it because they are jinchuuriki and they will wake up every body else thus canceling the jutsu and Madara will vanish because he sees his plans fading
