Well she is not stronger than Neji that's for sure.
I think it is unfair Neji was a badass who surpassed main family by his hardwork and genius; Hinata will be stronger but i suppose the main point of her will be her new ways to bring the clan such as lifting the discrimination between main and side branches; she will have a "strength" in a different way.
