Not really, there's always a chance it can change.

Black Zetsu has lived and travelled as an independent being for a long time, experience changes people and Zetsu has become his own person by rights.

Just remember that whilst Zetsu was created as a physical manifestation of Madara's will, he is a sentient being too.

OT: He'll most probably go along with Madara but there's always a chance that Zetsu might try and savour something for himself.

The plan was to retrieve the 9 Bijuu first, then revive Madara. Gyuuki and Kurama weren't retrieved yet, so Madara's revival had to be delayed. Not only that, Black Zetsu forced Obito to revive Madara by orders given to him by his master.
