we must assume that since oro and sasuke want to talk to the hokages they can't take away their free will and minds. we will also assume that when oro resurrected them the first time the hokages were not conscious or aware of what they are doing because if the talisman oro used. they were simply puppets. because of those differences, why wouldn't AT LEAST the first and second have the ability to break edo tensei like madara did?

uhm... hashi and tobi were talking to hiruzen when they were summoned the first time.

they even apologised to hiruzen for causing that sort of trouble.

if someone can apologise, im pretty sure they're conscious enough to talk about anything else.

If itachi and Madara can do it, you guys don't think that the creator of the jutsu an his older brother can't? Absurd. I think it's because of the first time they were summoned, they didn't do it or display full power. That's the reason everyone doubts that they'll break free an the reason why ppl believe hashi is weak.
