Its because of thats not Doffy. It is him, but it isn't.

The real Doffy is on Marejois. He controls his the doflamingo we see like that. Similar to how the 6 paths of pein were being controlled by Nagato. Dressrosa isn't too far from Fishman Island which is below Marejois. So its slightly possible. I dunno, just a wild theory aha.

Fine, his not on marejois, but look at the following pages. We see him above everyone like on the highest point of the City. See how Doffy's controlling everyone from the skies? Probably not controlling his dummy from Marejois but on top of the Royal Palace. Again, wild theory Lol.

I think Doffy got himself operated on by the previous Ope Ope No Mei user which might be Korra san so he can survive despite being cut. Also Korra san was Law's mentor. I know it's wild but anything can happen in One Piece.

Honestly i like this theory and it is plausible why not? It's actually more plausible then the string through his body theory because even if he has his body attached with strings it would have still been severed by Kuros when he chopped Mingos head off right?

As a possible hint that it is a dummy i would like to point out, that Mingos head did not talk right away after being chopped off it took a while to talk, and his body aswell did not move for a time. That might be due strings being severed from the doll and time it takes to re-attach them.

The downside to this theory is, if he is a doll, controlled by the real Doflamingo from the clouds, then how the hell can the puppet enter closed space that have a roof?
