Personally I think the chidori is a far better jutsu,it's sharp,versitile, and can even be used passively as a cloak. The lariat is just a simple arm slam imbued with Chakra. Of course it's impressive when a hulking mass of hip hop rage slams his 60 pound biceps into your throat. I'm not saying it's not a good jutsu,but if you taught a new Shinobi who hadn't spent his life getting buff with the raikage each jutsu I'm certain they would perform better with and prefer the chidori.

Absolutely not true.
Raikage uses lightning style armor on his body, that is why he takes reduced damage from the Chidori.
Anybody else would have been dead on the spot.
Also, Lariat is a superficial taijutsu attack, no enhancement from chakra, just pure strenght.
It is only as strong as its user.
Chidori on the other hand is a lightning infused piercing strike.
Even a weak person could do serious damage with it, if they can manage to master that move.
As a technique in itself, its an easy choice.

Chidori is clearly stronger, with more potential, and a wider range of application.
It depends on who is using the respective techniques but seeing as to how latiat's strongest user is A. While Sasuke's chidori canonically casually busted a meteor to shreds. I'm goingbwith chidori and that's not even going off the implication damage of what susano enhanced chidori can do.
If placed at the same based power or used by the same person, I'd say Lariat is the stronger jutsu. On one hand, Chidori is a piercing attack, like a knife or a dagger. It's not very accurate, and the users of Chidori rely on Sharingan to land their attack. On the other hand, Lariat is a more wide spread attack that doesn't seem to have a problem with accuracy. When hit with Lariat, its strike can blow away a persons entire chest cavity, not to mention that it sends the target in the completely different direction showing how much power's behind the attack and how devastating a strike can be.
If we were to amplify both chidori and lariat with either Susanoo or tailed beast mode for B, a lariat from Sasuke's susanoo would do more damage than a chidori from sasukes susanoo. Based off of that, Lariat is a much more powerful attack compared to Chidori. The same applies for B's tailed beast mode.
