Why would tobi Use the tailed beast against naruto and bee?

i have a question, it just intrigues me, if tobi allowed the "akatsuki" to capture all Tailed beast why would he risk all of them to fight naruto if he can use them freely, i mean extract the tailed beast out of its host and then suddenly place it again in the bodies of dead people? why go to that extent? is he just luring the tailed beast and naruto to be placed in one body??? have anyone notice this?
