This might work out right now , although the results would be millions of angry people and Sasuke won't live forever so in the long run it would not have made any change. Sasuke his will to change stuff is well done but his disability to communicate is why he is in this situation, he has no charisma, if only he had the will to explain the flaws in the ninja system instead of acting like a maniac alot of people would agree with him and see change would be a good thing (gaara-Naruto-Tsunade)

If the system works out then people won't revolt or go against him. Naruto should just go along with what Sasukes doing if he's truly ready to bring change to the shinobi world.

Gamamaru's prophecy points out Naruto as being the one to solve the world's problems. It's pointless for Sasuke homers to insist otherwise.
