Why would people consider 3rd hokage for top 10?

My take on Hiruzen.

Thats cool and all but im still waiting on someone to tell me what he will do against...

against Flower world? What can he do against Bringer of darkness but use death reaper seal and kill himself? How does he get through any of the raikage's lightning sheilds? How does he beat suasnoo or itachi genjutsu? How does he even touch minato, BM naruto or obito?what does he do against madara's suasnoo? What does he do against planetary devastation?What does he do against kakashi's mutiple elements and sharingan which give him to power to easily counter all hiruzen jutsu's, and counter him in taijutsu, or kamui? How does he get passed Gaara's defense and escape all his sand or catch him in the air? What does he do against dust release?

Cause known of the leaf's jutsu's we know of will beat these jutsu's, and if he had such great jutsu's he should have showed them by now. He's the only one shinobi who's suppose to be so strong but he's showed no great jutsu or genjutsu, he has like no feats in fights

We Havn't seen all of Hiruzens Jutsu Pools, Not even close to. We've seen None of his 1000 + Genjutsus, almost nothing of his Nin, So we cannot say he say Counter Jutsu's like Flower world. But he has knowledge on it and other jutsu's hashirama uses.

Also he was stated to be the strongest of the 5 current kages (in Part one), Even in his old age, If he is Kage level in his old age (when he was stated to be pathetic in his old age), His Prime is easily on the highest end of Kage level.

Hiruzen couldn't show his Best Jutsu's, Again if you would read what my post said, His chakra levels were low in his old age, He didn't have the chakra levels to use Large scale jutsu's, He barely used any jutsu's and tired very quickly.

As for what you said about Kakashi, Hiruzen Has a Larger jutsu pool than kakashi. Also Hiruzens Taijutsu/Genjutsu is superior to that of kakashi's.
Old Age hiruzen scores a 5 in Taijutsu, While kakashi only has 4.5, Hiruzen has 5 in Genjutsu, Kakashi has 4.

Kishi Stats Hiruzen has Mastered all the shinobi arts, So hiruzen has mastered Nin/Tai/Gen (a feat that no shinobi has ever done), he doesn't need feats to prove it when kishi says it himself.

Also all your questions, I can ask about Hashirama. Hashirama hasn't shown anything to be able to Touch minato/Bm naruto/obito or defend against planetary devastation.

Hiruzen is like the ultimate fodder. Not meaning he is weak, but he doesnt have anything like a kg or dojutsu that will overwhelm an opponent. Just a huge arsenal of basic jutsus that cant do anything to the higher up elites

Edo Madara: Meteor to the face
Obito: Cant touch this
Kabuto: (only with edos is he in this spot) Sage mode, edo army, all the clan abilities he stole
Naruto: To fast. Hiruzen couldnt even take 9 tails alone, so he has no chance of taking on a jinchuuriki of it
Nagato: Pick one. Chibaku tensei, Shinra tensei
Hashirama: Flower Tree World, Better med ninjutsu than Tsunade
Sasuke/Itachi: Sasanoo ... Amaterasu ... I dont think they would even need MS to beat Hiruzen honestly tho
Muu: Dust release, invisible, splitting, sensor, flying
Minato: Cant touch this

Hiruzen couldnt do anything to these guys that would even push them to the limit U_U

Sarutobi being able to handle the 1st, 2nd and Orochimaru while being confined in a space by the sound 4 is a testament to how powerful he was. Hiruzen also had keen senses, being able to track down the former Hokage under Hashirama Senju's Bringer-of-Darkness Technique. People might say a person like Itachi would get him in a genjutsu. The 3rd being a student of the 1st and 2nd probably taught him how to counter the many Sharingan techniques. Hiruzen was also called The Professor (プロフェッサー, Purofessā), due to his mastery of all forms of shinobi combat, and his vast knowledge of techniques, purportedly knowing all the techniques within Konoha. He was admired as The God Of Shinobi and Only him and the Sage Of Six Paths share the nick name God Of Shinobi

He was old and had very little chakra while fighting Orochimaru. One of the Anbu members mentioned that his primary fighting style was to fight with Shadow Clone just like Naruto but he had to reserve his chakra so he only brought 2. Using Rasengan or Chidori would have drained his chakra too much. It wouldn't be a smart thing to do. The only way was to seal both the Hokages. He was able to counter Tobirama and Hashirama in close combat, despite them being in their prime in the Summoning Impure World Reincarnation. Even when robbed of his sight from the genjutsu Bringer-of-Darkness Technique, he could still defend himself from Hashirama's and Tobirama's assaults, blocking all their attacks to prepare for his Dead Demon Consuming Seal. After summoning Enma, he could break Hashirama's Wood Release branches with ease. Even when someone as powerful as Danzo was dying he admitted that Hiruzen Sarutobi was steps ahead of him still. Strength, Speed and Stamina have all been hindered because of his old age. Sarutobi was said to have monsteres strength compared to the other Hokages. His strength would have most likely been and 4 because of being able to lift the heavy Enma pole at old age with some difficulty, Let's say in prime he could have lifted Enma with ease. Almost all the jounin's speed have a speed average of 4. His speed is very fast even in his old age. His prime would have been much faster but not as fast the 4th Hokage or Guy. I'd give him a 4.5 for being able to match speed evenly with Orochimaru at old age which means his speed back then must have been a lot better.
His stamina was greatly decreased becuase of old age. But his chakra made a dense affect on the field. It was said his primary style to fight with was the shadow clone which he couldn't do too much or any other Konoha technique because of low chakra. As we all know Shadow Clone Jutsu requires a lot of chakra. To have his primary style be Shadow Clone must mean his Chakra back in prime must have been much higher. It would have been like Naruto without the Nine Tails. It would have been 4.
All the rest of the scores have a perfect 5 in Ninjutsu, Genjutsu and Taijutsu which is impressive considering his old age. In total his data book score would have been 37.5 surpassing both Itachi and Jiraiya who have 35.5 as the highest in the data book. Just IMO
