Why would she want a white zetsu army? Think about the mistake she would of made turning Orochimaru, or Ay, into a fodder Zetsu. She would lose a bunch of valuable ninja to have some low chuunin level ninja.

Does she even realize how big a mistake it would've been to change Sasuke and Naruto or Sakura to a ****in Zetsu? It's so counterproductive.

This was assuming Naruto ND Sasuke don't break IT. And I find that if she woke them up when the god awful threat appeared, I'm sure she wouldn't be public enemy #1

I'm sure if Kaguya threatened to kill they would submit. No one can put her down, she would drop them in Acid.
