We're talking about character development. She needs to talk to have some kind of character to her, if this is her personality then she's a boring character.

To Kise :

She treats Black Zetsu as a partner and a child. She actually shows familiarity with BZ and BZ calls her mother. This implies that it wasn't an accident. If it was an accident then Kaguya would not know (or at least not care about BZ). Also, why would it be an accident? Kaguya obviously wanted to be revived.

She has talked a few times, but besides uttering a few words she gets down to business. No long winded explanations on where she came from, why she came from there, her goals, etc. it's honestly how someone who's trying to take over the world should be because like you said, talking can actually benefit the opposition. I bet if she were to give long ass speaches people would complain like they did with Obito. I don't see a problem with her not talking tbh

People focus too much on character development and too little on what is actually the logical things for villains to do in order to succeed.

It may be boring to you, but to me, a villain that is both logical and powerful is epic!

I disagree, I agree that it makes sense but she's the final villain, if she's just a powerful character with no personality that just popped out of nowhere, then it's a boring ending to a great series, that's my opinion.

I don't have a problem with it for now but we need to know she can actually converse with other people. So far all she has said has to do with the fight and BZ talking for her is pretty lame.

She didn't pop out of nowhere though. She was the progenitor of it all and the true mastermind behind it all. She is just finishing off what she started. Plus, she has personality. She has shown greediness ("All chakara belongs to me!") and some symptoms of being a nut job (like with the crying).

Anyway, a powerful and logical villain like this provides a perfect means for the heroes to show in a grand finale how they have grown and how they can overcome adversity! This makes for an epic ending!

For what? What would she talk about and why would she talk about it when she could just finish off her opponents?

Because she's not going to "just finish off her opponents". As a writer, Kishi could have her say anything. But instead she's damn near emotionless. Straight faced most of the time.
Remember that grin when she was in the sky? What happened to that? She's boring.

What exactly would she converse about (and why)? It is more logical for her to keep quiet. Also BZ is talking on his own will. It is not like Kaguya told him to talk. Therefore he is not talking for Kaguya.

Kaguya isn't a chatterbox like Madara, being over talkative is annoying for the readers and audience

You are not the writer. We are not the writer. We don't know what she could talk about. Because Kishi has not given her a personality yet. That does not mean she has nothing to talk about or shouldn't talk.

The emotionless villains make for the most logical ones. The most logical ones tend to create the most adversity for the heroes. More adversity creates more tension, suspense and excitement. Finally, more power makes for a more epic fight.

She is epic!

Why would kaguya talk???
Or...
Why does she just talk a few words about hate and kill??

In situation like this, there are so much possibillities....but, what comes first in my mind is she is just like a doll controlled by something else, ever think about that??? It is just like kankurou spoke through his karasu while back.....

A villain can't be great if the audience knows next to nothing about them and they have no personality

I know what you're saying but honestly it's boring if she doesn't talk at all during this fight. At least a taunt would be nice so I know she has some personality.

She is epic!

Any tension there was broken when Kishi decided to throw in that naked man Jutsu on her.
And the "most logical ones"? What does that even mean? I'm not looking for logic, I'm looking for a story...

She is lame. For now.

Even if she has some deep thing to talk about, what good would it do to tell it to Naruto and Sasuke? I am not saying that she has nothing that she could talk about. I am just saying, why would she talk about it in this situation?

That is like saying that Hitler should have interrupted World War 2 in order to randomly start talking to the Allies about how he liked chocolate chip cookies as a child.
