That's because Sasuke got a power up to be able to fight Naruto, look at the rooftop fight where they were both in base and Kakashi said worse case scenario Sasuke would have died. Orochimaru's pill powered up Sasuke's base which made Chidori equal Rasengan and gave him CM. Also we were shown Naruto having Gamabuta summon and wanting to bring Sasuke back no matter what yet he didn't use that summon right? He went to scratch Sasuke's headband but not to impale Sasuke with his claws right? Sasuke in part 2 said Naruto was stronger so Naruto not wanting to kill him played its role.

By that logic Sakura can beat MS Sasuke huh? Having that kunai to his back but couldn't kill him as Sasuke couldn't kill Naruto; he couldn't severe that bond at that time and even when he said he did in early Shippuden he still showed to have that bond with Naruto.

Lee admitted Sasuke manage to catch up to him in a month. Plus, Sasuke owned both guys(Sound fodder and Gaara) that owned Lee.
Kakashi was owned by Blindsuke.
Raikage got owned. Dude, almost lost his lower half if it wasn't for Gaara saving him.
