OT: Well if Kabuto didn't summon other uchihas that means they were fodder.
No one knows where Izuna was buried and Shisui was blind before he died so his summon would be useless.

Didn't have requirements to revive them. Kishi didn't feel like adding minor characters so late into story.

The only non Fodder at the time of the massacre was Fugaku and he didn't put up a fight at all. So yeah they were all likely Fodder.

Black zetsu gave the body to Kabuto. But black zetsu would've kbow where the previous Indra's were so he could have had an army of unrivalled ninja.
