Why were Neji and other casualties of the War not brought back to life?

Naruto brought Obito back to life and Sasuke has the Rinnegan; which has the Samsara of Heavenly Life technique. A technique that both Nagato and Obito used to bing people back from the dead.

So what gives?

Point is Kishi had 2 outs to undo all the deaths that the war brought. It was cool for Kishi to undo all the casualties when Nagato attacked the Leaf but the war? Screw that. What about Neji breaking the chains of the Hyuga's curse of hatred and becoming leader of the clan?

1. Naruto did not bring Obito back to life. Obito wasn't fully dead yet.

2. Rinne tensei kills the user.

3. There was no way to revive everyone anyway since many bodies were destroyed (ie. HQ was obliterated by the juubi's bijuudama, any bodies lying on the ground such as Neji's would have been destroyed by Obito's 4 bijuudamas or by simple trampling, Madara's meteors (both when he first got summoned and when he used chibaku tensei) would destroy many bodies, etc...)

Personally, this is what I think too. Of all of the characters to die and come back to life, it should have been Neji. Dying and coming back to life would be revolutionary as he would no longer have his Curse Mark and he would finally be "free". It would change the Hyuuga forever and would be perfect. For a character who decided to rebel against fate, wouldn't it be fitting for him to defeat the ultimate fate, death?
I think Kishi did not want to revive Neji because then literally no one would have died. Not only that but it would create issues for the future, Naruto/Sasuke would just revive everyone and nobody would ever die. But I still think Neji should have been revived, it would have been perfect.
