why wasn't Yugito considered a Perfect Jin or able to control her bijuu

When she was appeared she was able to transform into the 2 tails and it seemed to have been done on command. But yet she wasn't considered as part of the select number of shinobi who can control bijuu like Madara,Hashirama,KB and Yagura.

Gaara could also induce a transformation into Shukaku by putting himself to sleep. He didn't have control however and the seal containing the Bijuu wasn't broken. Maybe Yugito did something similar, maybe she only appeared to be in control but really wasn't??

Yugito trapped Kakuzu and Hidan just so they can have no way to escape and she transformed at her own will and it didn't seem sudden or out of her control or painful. She obviously planned it. She even said something while she was transforming. The manga/anime just showed that Yugito had its power/transformation under control. With the quote, is it saying Yugito can let the 2 tails control her but she has control of the chakra. If yes, then doesn't that put her as part of the list of people that can control Bijuu but not to the extent of the other characters.

I'd say it was that she was incredibly talented at being a Jin and thus had strong control over Matatabi but they weren't comrades or friends.

She didn't control the Bijuu which is required to be a perfect Jin.

Instead, she let it take full control. That's also probably why she was defeated that way too. That's also why Bee was emphasized as different compared to the rest when he showed up.
