Why wasn't Sakumo Hokage?

So after Hiruzens demise, He picked to make Minato his successor. But given that Minato was thought by some to be too young, and given that sakumo was fairly young at the time. Hiruzen was too old well before appointing minato. Shouldn't he have passed the buck to the guy who made the sannin look like genin?

I mean, its not like he had a bad personality. he's the guy who put his team before the mission

I don't think so cause that happened after kakashi gaiden when Sakumo is long gone.
