Why wasn't Naruto promoted to Chunin after he beat Neji?

Power alone is not what makes a chuunin. Intelligence, wisdom, and leadership skills are required as well.

Neji, Sasuke, and Shikamaru, despite him having little offensive power, have displayed all of the above requirements, making them very suitable candidates.

Naruto back then was hot-headed, unintelligent, and has no leadership skills. He only displayed raw power and creative uses of his shadow clones which is not in the requirements to become hokage or even a chuunin

yeaaa right naruto just needed to summon the cheif toad and lights out neji.... naruto just beat him straight up

and when was he going to do that he coudlt just summon him at will not to mention he would have injured the spectators in the process since Boss toad would have taken upo the entire area

Naruto needed Kyubbi chakra in order to put up a fight against Neji. Furthermore, giving the title of chunin to someone who can only access that kind of power under rare circumstances isn't a good idea because he won't always have it when going on a mission.

Even without Kyubbi chakra, Naruto was somewhat chunin level powerwise but there were a surplus number of chunin in that era so he wasn't needed. Also, the proctors are looking for intelligence and leadership qualities as well, both of which, Naruto in part one lacked.

I feel if more people would have seen his fight with Gaara, he would become one.

Naruto had enough power, but not enough intelligence, didn't even know most of the basics, and had horrible awareness of the surroundings. Plus the fact that if he was a chunin and leading a team, a Kyuubi form Naruto might kill his comrads.

Another example is Lee. He may be great at taijutsu, but his leadership skills and intelligence at the time were below par. So he also prob wouldn't have made it.

Out of everyone, Sasuke, Neji, sand siblings, Shino, and Shikamaru were the only ones with even a chance of passing.

naruto fought gaara and neji with strategy. he was able to defeat neji because of strategy of using clones as a decoy. so naruto was chunnin level at that time

Plot so he could go from Genin to Hokage like he said during the written test.

Naruto, Neji, Shino, and Sasuke all should have been made Chuunin after Oro's invasion

At then, Naruto doesnt have any qualities of a chunin. Just because he beat Neji wasnt enough. To me, Neji, Shikamaru and Sasuke had better chances of making it.....As at then, Naruto was a dumbass.....Thx to Jiraiya, he came back more matured.

Personally, I think Neji, Shikamaru, and Sasuke are unqualified for promotion. Shikamaru gave up, which is a no-no. You do not abandon your mission just because it is hard. Neji tried to murder Hinata showing he is not emotionally stable enough to be chūnin let alone jōnin. Sasuke was late for his exam. And he later turned out to be a traitor. He deserves to be executed not promoted.
Naruto may not have been qualified. Those other three certainly were not.

Sunagakure made Gaara Kazekage and he was a vicious and homicidal sociopath who would as soon kill you as look at you. Also he heavily relied on his bijū's yōkai.
Plus they made Shikamaru chūnin even though gave up his fight even though he was winning, how does that bode for missions even gives up because it is "too troublesome."
