Why wasn't Naruto promoted to Chunin after he beat Neji?

I know Shikamaru was the only one promoted from that group of Genin . He was promoted for his strategy even though he gave up and gave the fight to Temari. Why wasn't Naruto promoted even though he beat Neji, who was considered the Genin with the best qualififcations at that time?

I guess everyone else got promoted during the next exam after Naruto left with Juraiya to train. Was there ever any mention of why Naruto didn't become a Chunin from that exam?

The idea was that the CHunin exams ended early and they didn't see enough of the genin so theoretically no one, even those who fought well, should have advanced. However they saw that Shikamaru was not only skilled but a a strategist and therefore had unique qualifications that none of the others had.

Whats the point of a strategy when it isn't even going to work on the Enemy ?

I honestly don't think he deserved being chuunin at the time anyway because he wasen't a leader back then, he was indeed strong but he was extremely wreckless, at this point in time he's beyond hokage level.

he could have beaten neji without kurama ...he uses most of his chakra to suporess kuramas chakra ...therfore most of his chakra is wasted ....hes more than qualified for chunnin

Naruto doesnt use any of his chakra to suppress the kyuubi chakra in fact the seal is built so that some of the kyuubis chakra is always leaking. so no most of his chakra was not wasted.

nope, not battle strategy, he was thinking of saving them actually and did well, but on a normal mission, he would still betray the team especially if caution is needed.

He at the time didnt meet the idea of chuunin but also because he was a Jin and Tsunade and co didnt think him ready to go on missions because of Akatsuki aka they didnt have enough faith in him with good reason
