It's obvious the Juubi is mindless if you look at it's battle in comparison to Kaguya's battle. It was also stated the Juubi-Jins are stronger than the Juubi itself since they have control and can make better use of it's power. Are you really debatting that?

The creation of all things technique is Hagoromo's technique, as was the nine gudou damas. Hagoromo created life with his power, while Kaguya created her own dimensions. It's not the same thing. And the realms she created reference those of the world tree from Norse mythology, not the samsara. Finally, the databokk doesn't even give the nine tomoe a name. The translation leaves "Rinnesharingan" in parentheses because it references the fact that it's an urban suffix created by the fandom, no different from Juubito lols.

If they had Six Paths Chakra which granted said Gudoudama, then she does as well.

It said it had all elements, but nothing of creation of all things was mentioned. And of course she has all elements, she's the shinju, composed completely of senjutsu. That doesn't mean she has the six paths. And as was shown earlier, Obito extracted she and the shinju from himself and stated his powers were those of Hagoromo's afterwards.
