Why wasn't Danzo Hokage?

How come Tsunade became Hokage and not Lord Danzo? Did Jiraiya fear Danzo's power more than Tsunade's

That's a good point. I wonder why he didn't use it then? That would have been the perfect opportunity. As much as I hate the guy I really would have loved to see him as an Official Hokage for a good while. It really would have made things interesting IMO.
