They sent Tenzou and Kurama in along with a better trained Naruto. The ranks Chunin and jounin come with other abilities- ability to lead the team and planing on their own etc. Naruto was going to be guided by likes of Kakashi and Tenzou instead of leading the team himself. For fighting alone, Naruto had already proved he could fight on another level since his fight with Gara. So what's the problem exactly?

Naruto's battle power was never in equivalence to his rank...I mean how many gennin's have you seen that could actually have a summon, know a jutsu as hard as Rasengan, have been trained by a Sannin, are able to do a forbidden jutsu and are a jinchuriki to boot. More importantly i think Kakashi, Yamato and Tsunade all had faith in Naruto's abilities. I mean they were closely observing his growth and the technique Naruto was creating, they knew how tough and OP it would be once it was mastered. These all things combined made him a candidate to be sent to fight a strong opponent

Everybody likes naruto to a point they believe him that he can do anything and main character needs to shine and that was a perfect time to unveil his new jutsu he was practicing to defeat the akatsuki.
