Why he chose Nagato? He is an Uzumaki which are distant relatives of Senju, he had a massive amount of chakra.
Why didn't he chose a Senju? They were rare after Princess Tsunade (being half) or personal grudge

Why didn't he chose Uchiha? He was called a war monger by the Uchiha Clan and felt betrayed, leading to self exile and ultimately the attack on Konoha with Kyuubi (1st Hokage time)

So with Senjus not practicing inner clan breeding and becoming rare, and a grudge against his own people the next descendant of So6P was Uzumaki's

i like to add that nagato is probably harder to track and find if he is an orphan and scattered rather than if he were in a village which is like giving a sign to other villages especially like kumo which just went around trying to obtain the best kkgs and powers possible but ina pathetic place like amegakure which was poor and not too powerful its less likely the five nations would scavenge for techs, kkgs etc there.
