Even if he wasn't completely controlled he can't free himself dude... Madara was not completely controlled through the entire fight against the 5 kages. The reason he did it was because he had ABSOLUTE FREEDOM. Tobirama never had this

And also in the manga Tobirama and Hashirama also wanted to test the Thirds abilities.

madara knew the seals to ET, that's why he was able to get out. for him to know them though that means he had to have fought Tobirama or see him use the technique
