Well reason one was Konan was killed after the war had already started and Kabuto I believe had just joined up with Tobi, so he already had his Edo army ready.

That and she just isn't anywhere near the skill level of any of those people that were brought back.

Jiraiya beat her in literally 30 seconds. Without months of preparation and complete knowledge of her opponent she is kind of helpless. Add into it that she was a good counter for Tobi's ability as she could pull off a continuous attack, and you have a battle that gave her every advantage and she still lost. Pretty embarrassing if you ask me.
