Why was it Shirazu that got Nutcracker's quinque?

I mean like seriously. Now that we've seen how Saiko fights we know that she was the one who defeated Nutcracker, I don't care if it was some kind of collaboration or what, it's painfully obvious that Saiko was the one who knocked her out. So, my question is this: why did Shirazu get her ownership? I would understand if Saiko had allowed him to do it maybe because she herself didn't want to bring herself into using her as a weapon or maybe because she lacks any other fighting skills and so Shirazu could use it better.

At the end of the day though, how do you think it happened? Did Saiko have any saying in the matter or did Shirazu just got her without asking because he was the one to deliver the final blow: a single stab into an already paralyzed and vulnerable opponent?

Saiko probably allowed him to request ownership, however I believe others could possibly use that quinque much more efficiently.

That's just my opinion though.

Saiko finished her if I remember correctly. Shiryu was the one that came up with the strategy and placed Nuts so Saiko could end her. I also think it was Shiryu that finished her off

Basically it was Shirazu that defeated her. He figured her out and cornered her, Saiko just gave the power needed to knock her out. Plus I guess Saiko would refuse such trouble.

Indeed, I guess I would like to learn more about the whole buraucratic process because at the end of the day, if anything, since Saiko is really vulnerable with her kagune being one KO and then charge, at the very least they should give her a good quinque so she won't be completely unprotected when no one is near her and she has used her ace.
