I don't think so because Black Zetsu implied that he has always been Kaguya's will. Remember that Madara didn't create Zetsu until he had the Mazo acting as a catalyst for the Hashi cells he cultivated. The sage stated that Madara was getting closer to both him and his mother. Its possible that when he unlocked the Rinnegan he, in a sense, unlocked part of Kaguya's will. If that were the case, when he made BZ, it might have adopted Kaguya's will rather than his.
As for exact timing, it seemed Zetsu was waiting for the majority of the work to be done before betraying him. It seems he needed Madara to unlock the Sharrinnegan before betraying him. This meant that when Obito attacked him, he was forced to side with Madara. Madara needed the 2nd Rinnegan before he could unlock the Sharrinnegan. Now that Madara unlocked that eye, absorbed the tree and cast IT, it seems the time is perfect to resurrect Kaguya.
The only remaining questions is why he would wait all this time and not simply wait a little longer for Madara to kill Naruto and Sasuke before betraying him? Well maybe he knows Naruto and Sasuke have what it takes to beat him. Maybe he's overconfident and wants Kaguya to have a challenge once she's revived. If you ask me, its because he was offended by Madara's statements about being the savior and destroying his last obstacle. BZ might have just been fed up with Madara and took that opportunity to shut him up.
I still think its all Orochimaru but people think I'm crazy lols.
