Why ViZ scans aren't viewed in the manga section?

You're altering the product so you're not sharing the actual product. Much like how you can get away with posting anime videos on youtube by inverting the video, changing the tone, or putting logos on it.

This. VIZ owns distribution rights for many manga titles, including Naruto.

You can't post or reprint it without their permission. And likely paying them a fee.
